Reps. Mann, Hudson Introduce Bill to Expand Concealed Carry Permits

WASHINGTON, D.C. – This week, U.S. Representatives Tracey Mann (KS-01) and Richard Hudson (NC-09) led more than 120 of their colleagues in introducing H.R. 38, the Constitutional Concealed Carry Reciprocity Act. The bill would establish nationwide reciprocity for concealed carry license holders and for residents of constitutional carry states, upholding and defending their Second Amendment rights.

“At every turn, federal bureaucrats and Washington Democrats are relentlessly trying to undermine the Second Amendment rights of law-abiding Americans,” said Rep. Mann. “Our constitutional rights don’t magically go away when we travel across state lines, no matter how badly states like New York and California wish they would. Our bill defends the Second Amendment Rights of law-abiding citizens and ensures that legal gun owners can defend themselves regardless of their geographical location.”

Hudson. "The Constitutional Concealed Carry Reciprocity Act will protect law-abiding citizens' rights to conceal carry and travel freely between states without worrying about conflicting state codes or onerous civil suits. I am proud to see such strong and widespread support, and I will not stop fighting to get this legislation signed into law."

According to data from the Crime Prevention Research Center, nearly 22 million Americans hold concealed carry permits. Following his sweeping victory on Election Day, President Trump announced his support for full concealed carry reciprocity.  

Rep. Mann is a staunch defender of the Second Amendment. In January 2024, Rep. Mann introduced the RIFLE Act to rein in President Biden’s weaponized Bureau of Alcohol, Tobacco, and Firearms (ATF). In June 2023, Rep. Mann voted to block ATF’s rule to reclassify pistols with stabilizing braces as short-barreled rifles and shot guns. Rep. Mann has opposed the Biden-Harris Administration’s overreaching executive orders that made it harder for law-abiding citizens to own firearms and legislation to establish an unconstitutional assault weapons ban.
