Rep. Mann Responds to President Biden's Veto of Lesser Prairie-Chicken Resolution

WASHINGTON, D.C. - Today, President Biden vetoed S.J. Res. 9, which would have nullified his administration’s rule listing the Northern Distinct Population Segment of the lesser prairie-chicken as threatened and the Southern Distinct Population Segment as endangered under the Endangered Species Act. Rep. Mann introduced this resolution in the U.S. House of Representatives.

“Once again, President Biden has refused to listen to Congress,” said Rep. Mann. “President Biden’s unwillingness to listen to listen to Congress is one thing, but refusing to listen to America’s agriculture and energy producers is unacceptable. Farmers, ranchers, and agricultural producers are the original conservationists, and their voluntary conservation efforts have proven to be effective in supporting the lesser prairie-chicken species population. At a time when record-breaking drought is crushing rural communities, crop production, and native grasslands, we need more rain, not more regulations. I urge my colleagues to band together in overturning President Biden’s shortsighted veto of this joint resolution."

On December 22, 2022, in the 117th Congress, Rep. Mann introduced the bicameral joint resolution of disapproval under the Congressional Review Act (CRA) to strike down the listing of the Lesser Prairie-Chicken.

On January 12, 2023, Rep. Mann led a group of his colleagues in requesting a delay of the final rule that would list the lesser prairie-chicken under the Endangered Species Act. Following this letter, the U.S. Fish and Wildlife Service moved the effective date from January 24 to April 1, 2023.

On February 8, 2023, in the 118th Congress, Rep. Mann led a group of his colleagues in reintroducing their joint resolution of disapproval under the Congressional Review Act to strike down the listing.

On April 18, 2023, the House Natural Resources Committee’s Subcommittee on Water, Wildlife and Fisheries held a hearing concerning U.S. Representative Tracey Mann’s joint resolution of disapproval.

On April 28, 2023, the House Natural Resources Committee passed Rep. Mann’s resolution out of committee.

On May 3, 2023, the U.S. Senate passed the resolution by a vote of 50-48.

On July 27, 2023, the U.S. House of Representatives passed the resolution by a vote of 221-206.

Today, President Joe Biden vetoed the resolution.
