Rep. Mann Introduces Bill to Leverage Predictive Analytics to Modernize Roadway Safety

December 19, 2025

WASHINGTON, D.C. – Today, U.S. Representatives Tracey Mann (KS-01) and Sharice Davids (KS-03) introduced the Roadway Safety Modernization Act, legislation to improve roadway safety and strengthen America’s supply chain by expanding eligibility for the Highway Safety Improvement Program, National Highway Freight Program, and the National Priority Safety Program. The bill aims to use predictive analytics, data-driven interventions and the adoption of innovative safety technologies to proactively identify and address transportation safety issues.

“For too long, our transportation network has relied on systems to evaluate road safety after tragic accidents happen,” said Rep. Mann. “The Roadway Safety Modernization Act allows states and local communities to take a proactive, not reactive, posture by leveraging modern, data-driven tools to spot risks early on and make our roads safer. This is a practical, commonsense way to improve roadway safety, protect families, and strengthen the reliability of our transportation network without an additional dollar of federal spending.”

“Too many families know the heartbreak that comes after a crash, and too often our transportation system only reacts once tragedy has already happened," said Rep. Davids. "This bipartisan bill helps states use better data and modern technology to identify dangerous roadways before lives are lost. I’m grateful to work alongside Representative Mann on this commonsense effort to protect families and make sure people and goods can move safely and reliably across our country.”

The Roadway Safety Modernization Act would improve roadway safety by:

  • Modernizing America’s Federal-Aid Highway Safety Programs by incorporating new tools and systems, including predictive analysis platforms, telematics, and other proven methodologies to address safety risks proactively.
  • Promoting Better Accountability, Transparency and Measurable Performance by directing the Secretary of Transportation to ensure that states maximize the efficacy of new safety investments and interventions.
  • Protecting Consumer Data Privacy by ensuring tools and platforms rely on validated methods that protect personally identifiable information while leveraging insightful, anonymized data.

The Roadway Safety Modernization Act is supported by the Modern Analytics for Roadway Safety Coalition, the Safe Routes Partnership, the National Safety Council, the Kiefer Foundation, the Governors Highway Safety Association, the Association of Transportation Safety Information Professionals, StopDistractions.org, and BikeWalkKC.

“The Roadway Safety Modernization Act represents the paradigm shift we’ve been waiting for—turning our reactive transportation system into a proactive one,” said Andrew Rogers, Executive Director of the Modern Analytics for Roadway Safety (MARS) Coalition. “By using data analytics and AI to see risk before it becomes loss, this legislation gives communities the tools to make their roads smarter and safer for everyone.”

“Safe Routes Partnership applauds Senators Boozman and Padilla and Representatives Mann and Davids for introducing the bipartisan Roadway Safety Modernization Act,” said Marisa Jones, Managing Director of the Safe Routes Partnership. “Safe Routes to School is an evidence-based strategy proven to reduce roadway injuries and fatalities, and this legislation brings that same data-driven approach into the next generation. By enabling communities to use AI-powered predictive risk technology to identify and prevent crashes before they occur, Congress can help ensure every child can walk, bike, and roll to school safely. We’re proud to support forward-thinking solutions that will make school zones and neighborhoods safer nationwide.”

"The National Safety Council commends the efforts of Senators Boozman and Padilla and Reps. Mann and Davids to address the daily tragedy of death and serious injury on our roadways," said Lorraine Martin, CEO of the National Safety Council. "By harnessing the power of technology, including lifesaving telematics, the Roadway Safety Modernization Act will enable states to prevent devastating traffic crashes through data-driven driver intervention programs and improved infrastructure design."

“The Kiefer Foundation applauds Senators Boozman and Padilla and Reps. Mann and Davids for their leadership in prioritizing roadway safety,” said Melissa Hamrick, Executive Director of The Kiefer Foundation. “By enabling policymakers and transportation decision-makers to take a proactive, data-driven approach to road design by leveraging technologies such as telematics, analytics, and artificial intelligence, the Roadway Safety Modernization Act is a major step towards ending distracted driving and other associated traffic deaths that impact thousands of families nationwide. The passage of this bill is essential to making America’s roads safer.”

“The Governors Highway Safety Association strongly supports the Roadway Safety Modernization Act, which will help states harness the power of advanced data analytics to save lives," said Jonathan Adkins, Chief Executive Officer, GHSA. "By modernizing how we collect, share, and analyze crash and roadway data, this legislation would empower state highway safety offices to better identify risk factors, target resources, and implement evidence-based strategies that prevent crashes and reduce serious injuries on our nation’s roads.”

“The Association of Transportation Safety Information Professionals (ATSIP) recognizes the need for the introduction of the bipartisan Roadway Safety Modernization Act – a major step forward in adopting a proactive, data-driven approach to roadway planning,” said Tara Casanova Powell, Chief Executive Officer of ATSIP. “By equipping transportation decision-makers with predictive technologies, insightful tools, and anonymized data, states can utilize these novel data systems in conjunction with traditional traffic records data to pave the way for safer, smarter roads.”

“StopDistractions.org is proud to support the Roadway Safety Modernization Act of 2025 as a critical step toward a smarter, safer future on our roads," said Jennifer Smith, CEO, StopDistractions.org. "As a coalition led by families who’ve suffered unimaginable loss due to distracted driving, we know firsthand the urgent need to move from reactive to proactive safety strategies. This bill recognizes that innovation and compassion can coexist by empowering agencies to use real-time data, predictive analytics, and AI technologies to identify and address risk before tragedies occur. We urge Congress to advance this bold, bipartisan legislation without delay.”

“By equipping transportation decision-makers with modern tools, the Roadway Safety Modernization Act will enable Greater Kansas City and communities nationwide to proactively design safer streets, sidewalks, and bike paths–preventing crashes before they happen,” said Eric Rogers, Executive Director, BikeWalkKC. “This forward-thinking initiative will make travel safer for everyone, regardless of their mode of transportation. BikeWalkKC applauds the leadership of Senators Boozman and Padilla and Representatives Mann and Davids for introducing this smart bipartisan legislation.”
