Rep. Mann Fights President Biden's Strategic Petroleum Reserve Recklessness

Washington, D.C. – Today, U.S. Representative Tracey Mann fought the Biden Administration’s reckless behavior while promoting American energy independence and national security with his yes vote on H.R. 21, the Strategic Production Response Act.
“President Biden has been playing fast and loose with one of our country’s most important national security assets,” said Rep. Mann. “His Administration’s energy policies have caused prices to skyrocket at the pump, and using the SPR as a political tool to mask that failure has led to severe U.S. energy insecurity and the depletion of our oil reserves, which poses a threat to national security. The Strategic Production Response Act is a decisive step towards ending President Biden's war on fossil fuels, empowering domestic energy producers, and resurrecting American energy independence by protecting our SPR from an Administration that clearly doesn’t understand how important it is.”
The Strategic Production Response Act:
- Prohibits non-emergency drawdowns of the SPR without a plan to increase federal lands available for energy production by an equal amount. For example, if the Secretary of Energy releases 5% of the SPR, a plan must be developed to increase federal lands available to be leased for oil and gas production by 5%.
- Requires the Secretary of Energy to develop the increased production plan in consultation with the Agriculture, Interior, and Defense Secretaries.
- Does not affect the Department of Energy’s existing authorities to utilize the SPR in emergency situations.
