Rep. Mann Helps Advance Pipeline and Hazardous Materials Safety Administration Reauthorization

WASHINGTON, D.C. – Today, U.S. Representative Tracey Mann (KS-01) voted to pass H.R. 6494, the Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2023 out of the House Transportation and Infrastructure Committee. The bipartisan legislation reauthorizes the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) pipeline safety programs for the next four years and provides a framework to advance the efficiency of American energy infrastructure across the United States.  

“All year, I met with Kansans to get their perspectives on America’s ability to transfer gas and liquid energy, and today I was proud to bring their priorities to the table to pass pro-America, pro-energy, and pro-development legislation,” said Rep. Mann. “Kansas has more than 60,000 miles of gas and liquid energy pipelines. At home and across America, we need safe, efficient, and reliable pipeline infrastructure. I am proud that this legislation includes my priorities like requiring PHMSA to modernize outdated and burdensome regulations, streamline inspection procedures, and more frequently report to Congress and the American public. Our safety, our livelihoods, and America’s economy depend on it.” 

H.R. 6494, the Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2023 passed out of the House Transportation and Infrastructure Committee today by unanimous consent. In addition to reauthorizing PHMSA for four years and reemphasizing its core safety mission, the legislation:  

  • Directs PHMSA to prioritize unfinished, congressionally mandated projects across America rather than instating Green New Deal policies 
  • Requires PHMSA to hold public advisory committee meetings prior to any rulemaking 
  • Strengthens the foundation for an independent, all-of-the-above American energy future 

H.R. 6494 will now be referred to the House Floor for further consideration.
